The CAT21 project is a part of the IDA’s efforts to continue the development of shovel-ready lands to recruit new business that would both support the County’s existing tourism industry as well as generate sales tax revenues in addition to the property taxes and employment opportunities typical of the IDA’s past activities. Through the property’s development process, the IDA is making it a priority to look into a project in the tourism industry to help bring in more sales tax revenue.
The project is in the beginning phases of completing an environmental review of the 60-acres properties, under the State Environmental Review Quality Act. The properties are located directly across the Thruway from Anthony’s Banquet Hall in Leeds at the corners of Route 23B and the Thruway. Part of the process includes a major review of a potential indoor water park/resort that has been explored before and additional potential attractions that could be sought for the property.
